An essentiall requirement for the proper development of target-oriented research is the involvement of the existing cultural heritage collections: historical libraries and archives housing the cultural material. The greater the number of libraries, collections and archives cooperating with or through the Centre, the deeper the understanding of the varying configurations and specific aspects of conservation-restoration needs that must be taken into account in the research. On the other hand, a large number of libraries, collections and archives distributed all over Europe should provide a basis for the application of the research results and findings.

The huge historic enterprise of building a united Europe is destined eventually to succeed or fail at the grass-roots level if it is dependent on all the specific areas of human activity, and the preservation of culture, and the conservation of books in particular, is one of the areas where common effort is long overdue.
